Description
Returns the owner of the surface in the cloud layer at the _Target location.
Return Values
- Success/Failure: Fails if the _Target is outside the AIgrid.
- _OwnerCharacter: The owner of the cloud-layer surface at the _Target's position, if the surface has an owner who is a character. Null otherwise.
- _OwnerItem: The owner of the cloud-layer surface at the _Target's position, if the surface has an owner who is an item. Null otherwise.
